Unwanted "free" Sweetwater County Guide newspaper published by the Green River Star in Green River, Wyoming

I have created this blog for people living in Sweetwater county, Wyoming who continually find the "free" paper, called the Sweetwater County Guide published by the Green River Star, in their yard, mailbox, bushes, etc. and want it to stop! I don't know how to accomplish this, but figure if i can get enough people to post how they feel, maybe something can be done! My wife and I have both contacted the newspaper several times to no avail. Sometimes we find 2-3 copies of the same paper. The advertisers are paying for paper and ink that is being tossed as garbage in many driveways.
I live in Rock Springs, Wyoming, and I find these under cars, in the street, EVERYWHERE! Sometimes by the time I find them, they are disintegrating and are impossible to clean up, as the small bits of paper are everywhere. Seeing these papers rotting all over our neighborhood is an unwanted blight. There is an attorney in Baltimore, Maryland who filed a temporary restraining order to stop his local free paper. I will be looking into this.
I feel the Green River Star should, at the very least, provide large glow-in-the-dark placards for citizens who wish to remain off of their trash list that can be mounted on fences, etc.
Please post your thoughts (positive as well as negative) on this subject. I will be writing the editor of the newspaper since calls to circulation do nothing to stop the flow, even though I have been assured by more than one person on the phone that it will.
I don't understand how a company can willfully throw trash in my yard, and after being asked to stop, continue to make my yard their dumping ground.
